About the role: This is a 24 month, replacement role with unaccompanied terms based in Manono, Tanganyika Province with a salary of €34,106 to €37,895 and benefits

You will report to the Area Coordinator and will line manage the Graduation Project Manager and Roads & Bridges Supervisor and work closely with the WASH Programme Manager, M&E Manager and Base Manager.

 

We would like you to start in December 2017.

 

Your purpose:

You will be responsible for the overall management and coordination of an integrated, five-year Irish Aid funded programme (2017-2021) which includes livelihoods (Graduation model), WASH and gender/equality components.

 

You will be responsible for:

Programme Management

  • Lead the implementation and monitoring of a five-year Irish Aid-funded integrated programme (IAPF), ensuring timeliness and delivery according to the activity plan and results framework, and in line with Concern’s approaches and policies, and international best practices;
  • Provide technical and strategic direction in relation to Graduation (on-farm and off-farm livelihoods development) and equality/gender activities;
  • Coordinate with the WASH Programme Manager to ensure the timely implementation of WASH activities as set out in the results framework;
  • Coordinate with the M&E Manager to ensure timely implementation of the mid-term review, end-line surveys and final evaluations in addition to regular programme monitoring;
  • Ensure participation of the community in the implementation of the programme through appropriate mechanisms;
  • Facilitate linkages where possible to local NGOs, district level extension services, microfinance institutions, community based organisations and private sector operating in Manono for effective coordination;
  • Liaise with logistics and administration functions to ensure the timely delivery of required inputs/materials for the programme;
  • Lead the implementation of Concern’s Complaints Response Mechanism (CRM) initiatives in the programme area;
  • Undertake regular monitoring and support visits to programme sites, providing feedback to staff, and closely monitor the follow-up of recommendations;
  • Support the development of mechanisms and tools that facilitate staff and partners to document and disseminate lessons learned and models of good practices from the programme;
  • Prepare submissions to donors as necessary including the design of narrative proposals and completion of supporting documents including budgets and budget narratives.

Donor Compliance

  • Ensure that donor proposals, budgets and reports are prepared to a high standard and delivered in a timely manner in accordance with Concern policies/procedures and donor requirements;
  • Ensure donor strategies, guidelines, formats and processes are understood and adhered to within programme implementation and procurement.

 

Representation & Coordination

  • Manage the working relationship with, and strengthen the capacity of local implementing partners as necessary;
  • Represent Concern at local and provincial coordination/cluster meetings (Food Security and NFI/shelter cluster) as appropriate;
  • Ensure effective networking and coordination with local Government authorities, other NGOs, and UN at field level in coordination with WASH Programme Manager and Base Manager.

 

Human Resources

  • Identify project staff needs, ensuring that Job descriptions are developed, appropriately qualified staff are recruited, inducted and trained as per the programme/organisational needs;
  • Manage the Graduation programme team with a particular emphasis on capacity building of staff through mentoring and training and ensure timely performance development reviews are conducted.

 

Communications/Reporting

  • Ensure that internal (e.g. monthly, sitreps) and external (programme/donor) reports are produced to a high standard and in a timely manner;
  • Develop Terms of Reference for external consultants/technical visits;
  • Manage external (donor, UN, head office, consultants, etc.) visits to the field, as required.

 

Finance, Admin and Logistics

  • Monitor and manage programme expenditure and budgets, ensuring resources are optimally utilised and spending is in line with Concern financial procedures and Donor requirements.
  • Manage day-to-day cash management for the programme and ensure cash transactions are in line with Concern procedures.
  • Liaise with the Base Manager through coordinated planning to ensure efficient use of support systems.

 

Security and Representation

  • Ensure the programme teams carry out their work in accordance with Concern’s security Standard Operating Procedures (SOPs).
  • Assist the Base Manager with security analysis through the sharing of important security information collected through field work.
  • Participate in the revision of SOPs and other security related duties as necessary.

 

Other Duties

  • Participate in country-level strategic planning initiatives and other duties as determined by line management.
  • Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership);
  • Any other duties as requested by the Area Coordinator.

Essential:

  • A third level degree in agronomy, rural development, microfinance, or other related professional field;
  • Strong technical background and experience in agricultural production and marketing.
  • Technical background and experience in gender and women’s participation and inclusion. Knowledge of gender-based violence and the engaging men approach will be an asset.
  • At least two years overseas experience in managing development programmes including activities such as Income Generating activities, savings and credit associations, cash transfers.
  • Experience in working with an NGO at Programme Management/Coordination level overseeing systems such as HR, Logistics, Administration or Finance;
  • Demonstrated experience of representing an international NGO with local authorities, government, civil society, donors and other stakeholders;
  • Demonstrated experience of best practice in programme design, monitoring and evaluation;
  • Experience of working in remote locations;
  • Good negotiations and communication skills;
  • Experience of mentoring, supporting and training staff;
  • Proven experience in working in insecure environments;
  • Ability to work with distant supervision;
  • Excellent French and English, both written and verbal

 

Desirable:

  • Masters in Programme Management, planning or related thematic subject (FIM)
  • Demonstrated expertise in one or more of the following areas: community development, food security, working with partners, capacity building, gender equality programming.

 

Special skills, Aptitudes or Personality Requirements:

  • Dynamic and willing to take initiative to complete assigned tasks
  • Strong leadership skills and ability to manage change effectively;
  • Excellent communication and presentation skills, including fluency in written and spoken French;
