Cooperazione Internazionale (COOPI) is an Italian humanitarian non-governmental organization founded in Milan in 1965. COOPI aims to help the world’s poorest to improve their access to healthcare, food, and financial security, and to overcome their special vulnerability to wars, civil conflicts and natural disasters. For 50 years of long-term support and constant presence in the field, COOPI has been engaged in breaking the cycle of poverty and responding to specific emergencies in numerous sectors, including Food Security, Humanitarian Aid, Health, Socio-Economical Services, Water and Sanitation, Human Rights, Education and Training, Migrations and Sustainable Energy.

With more than 3,900 humanitarian workers employed, and an average of 180 projects per year across 24 countries throughout Africa, Latin America and the Middle East, COOPI is the biggest Italian NGO. During its 50 years of activity, COOPI has successfully completed over 1,600 projects in 63 countries, involving 55.000 local operators and ensuring direct benefits to approximately 100 Million people.



The Gambia is located on the West African coast and extends about 500 km inland, with a population density of 174 persons per square km. The width of the country varies from 24 to 28 km and has a land areas of 10689 square kilometres.

The Gambia is classified as a low-income economy country with gross national income per capite of USD 486. In 2014, the Gambia was ranked 172 out of 187 in the United Nations Development Programme’s Human Development Report. The main drivers of economic growth for the Gambia remain the agriculture sector and tourism industry.

Food insecurity is high in Gambia and the country remains heavily reliant of food imports. In 2010, about 48.5 percent of the population was identified as being below the national poverty line.

The Gambia economy has been based on subsistence agriculture. Despite the potential, the country is affected by chronic vulnerability and malnutrition.  Since 2010 there have been a number of shocks (principally flooding, drought and economic stagnation) which have particularly undermined the ability of vulnerable poor communities to withstand further shocks. There has also been an increase in the number of migrants leaving the country particularly over the last years.
With the political change , the country is now living a window of opportunity to implement reforms necessary to bring the country onto a path of stability and growth. An increasing attention from international community, especially EU, could help the country regain its momentum for social and economic development.


Scope of the Consultancy

COOPI is willing to launch operations in the country. Two preliminary missions have been executed by the regional office team in order to establish institutional linkages with authorities and relevant stakeholders, identify donors orientation and provide strategic guidance to the mission development.

Two main areas have been selected as programmatic priorities : food security and livelihoods (FSL) and youth employment.  The two component will be jointly developed in a multi-year , integrated, multi-donor program tailored to specific funding opportunities already identified. The objective of the program will be to contribute to sustainable growth in the agriculture sector and to create employment opportunities for vulnerable groups (in particular women and youth)  in rural areas. This objective will be achieved by strengthen farmers capacities and agriculture productivity, increasing market access and value chains participation for smallholders, promoting self-employment, skill acquisition opportunities and entrepreneurship  for vulnerable youths in rural area.
General objectives of the consultancy:

  • Extensive consultation at national and regional level
  • Programmatic assessment for the specific objective identified in 3 selected region of intervention ;
  • Development of the programmatic intervention tailored to the specific funding opportunities identified ;


Expected outputs

  • Redaction of a compelling , evidence based full proposal on agriculture development in accordance with a specific call for proposal (and related guidelines) already launched ;
  • Drafting a second proposal framework on employment creation for vulnerable youth in rural area for a specific call for proposal not yet launched ;
  • Assess and select 2 national NGOs , among a list of pre-identified ,  as partner of implementation (one for each proposal) ;
  • Final consultancy mission report with recommendations for COOPI mission to orient the program strategy ;


The position will be based in Banjul , capital of the Gambia, with travels across the selected priorities areas.



Under the direct supervision of the Regional Advisor, the consultant is expected to undertake the following main tasks:

  • Review relevant secondary literature related to food security, agriculture and youth employment program in Gambia
  • Consult most relevant donors , national authorities and international organizations (pre-selected list) mainly involved in the two sector of interest ;
  • Based on the secondary data analysis and consultation process, identify gaps for primary data collection from proposed target district. This should include reviewing and compiling relevant research, evidence from prior similar intervention, best practises and lesson learned.
  • Provide guidance for the finalisation of primary data collection tools and methodologies to assess community-level needs throughout the program, with regards to building agriculture value chain and employment opportunities.
  • Conduct field visits in target areas to consult with relevant internal and external stakeholders, mapping of services/activities provided by implementing partners (NGOs, extensive services..) for the two sector of interest ;
  • Assess and select among the pre-identified national NGOs , two organisations to explore options for COOPI for partnerships ;
  • Based on the primary and secondary information gathered , and in accordance with guidance in the call for proposal , firstly a) design a full proposal , including LFA, budget and narrative on rural development with a specific focus on market access and value chains creation accordingly to specific guidelines and secondly b) draft a proposal complementary to the first one, focused on promoting self-employment , skills acquisition opportunities and economic reintegration for vulnerable groups (woman, youth and returnees migrants) in rural settings , to be further developed
  • Complete final mission report


Required profile

Minimum Requirements:


  • Minimum of 5 years experience in the field of food security, rural development and/or youth employment;
  • Preferably and advanced university degtree in development studies , food security or a related field
  • Prior demonstrated experience form developing and writing proposal for institutional donors, in particular EU ;
  • Proven experience in conducting field rapid assessments and partner assessments
  • Sound knowledge of the West Africa context


  • Ability to plan and organize work and write clear and concise reports and project proposals as well as to communicate effectively (both verbally and in writing)
  • Excellent Microsoft Office skills (Excel, Word, Emails, Skype, Web researches);
  • Fluency in oral and written English ;
  • Flexibility to adapt to any subsequent changes in the terms of reference ;
  • Willingess and ability to travel to the field to conduct assessments and gather primary data ;
